* node_notifier doesn't need sysinfo anymore.
* implement AlertFormatter in node_notifier and its own file.
* implement SystemMonitor, ResourceThreshold, ThresholdViolation, and Severity in system_monitor.
* implement parametrized tests for SystemMonitor.
